I am contributing computer resources to three projects in my BOINC client including NFS@Home. They all have a 100 resource share. Only NFS@Home is requesting tasks and completing them. The other two projects are active, but not requesting any tasks. How do I get them to start again?

If we join 3 Projects and have all Resource Share settings at 100, then:

Project "A" gets 33%
Project "B" gets 33%
Project "C" gets 33%

In your case maybe the other two are not active indeed.
What about changing the resource share of the other two projects to 400 and set NFS@Home with 100? Or 600,300,100. Or 500,400,100...etc

It is more likely that BOINC has deemed that NFS is behind in amount of resources it has used so far and is in catch up mode.
When BOINC has decided that NFS has made up the resource deficit it will start downloading work for the other projects as well and they then all should be running together.

I would not worry too much about it as BOINC will average out the resource share over the long term and they will all get their share.

Also if the other projects have longer running work units then the shorter running NFS will appear to take over as you will process less long work units compared to the short work units of NFS but total hours processed will be about the same, and that is what BOINC is looking at.
